Avoiding the "Tourist Price," understanding rental contracts, and finding your home in Montenegro.

The "Notarized Contract"

To apply for residency, a simple contract isn't enough. You usually need a Notarized Rental Contract (Ugovor o zakupu).

Landlords pay tax on this, so they may ask YOU to cover the tax cost (usually 9% or 15%) in exchange for the paper.

The "Seasonal Bump"

Rents on the coast can triple in June, July, and August.

Ensure your contract states "Godišnji Najam" (Annual Rent) and explicitly says the price is constant for 12 months.

Where to Find Rentals

Skip the English-language luxury agencies if you want local prices. Use the sites locals use.

Facebook is King

Join groups like "Rentals Montenegro" or "Izdavanje Stanova [City Name]". This is where owners post directly to avoid agency fees.

The "Viewing" Checklist

Montenegrin construction varies wildly in quality. Humidity is the #1 enemy on the coast. Check these specifically:

Mold / Dampness (Look in corners/ceilings)
Heating Source (AC often isn't enough in winter)
Internet Speed (Ask to run a speed test)
Water Pressure (Especially on top floors)
Noise Insulation (Single pane windows = sleepless nights)
Elevator (If above 2nd floor, highly recommended)

Buying Property?

Buying is popular, but dangerous if you don't check the paperwork.

Check the "List Nepokretnosti"

This is the Title Deed. Check section "G" (Tereti) for mortgages or disputes.

Check for "Legalizacija"

Many houses usually lacked permits. Ensure the process for legalization has at least been started.

Never rely on the agent's lawyer. Hire your own independent counsel.

Tenant Registration

As a foreigner, your landlord MUST register you in the "Visitor's Book" (RB90) if you are not yet a resident.

If you are applying for residency, you don't need to pay the daily tourist tax once your application is submitted.

Paying Bills

  • Post Office (Pošta): Bring paper bills. Cash only. Small commission (€0.20-€0.50).
  • Tobacco Shops: Some kiosks accept utility bill payments.
  • Bank App: Use "IPS Scan" to scan the QR code on modern bills (EPCG, Vodovod).
