The Big Distinction: Notary vs. Lawyer

Public Notary (Notar)

Government Official. They are neutral. They draft and certify official contracts (Sales & Purchase, Wills).

MANDATORY for Real Estate

Lawyer (Advokat)

Your Representative. They protect YOUR interests. They check the contract *before* the notary sees it.

Finding a Lawyer

The Bar Association has a list, but for expats, you need someone who speaks English and understands cross-border issues.

Anti-Conflict Alert

When buying property, NEVER use the seller's lawyer. Always hire your own independent counsel to check the Title Deed (List Nepokretnosti) for debts ("Tereti").

Apostille Stamps

Montenegro is part of the Hague Convention. If your country is too (US, UK, EU), you need an Apostille on birth certificates and background checks.

*You must get the Apostille in your HOME country before you come here. The embassy cannot always do it.

Notarization (Ovjera)

Any copy of an official document (passport copy, diploma) must be "notarized" to be valid for residency applications. Cost: ~€2.50 per page.
